No, it doesn't apply to Valve because they've been pushing it this way since before it was popular and before DD. If they've got the vast majority of DD sales, why would they surrender profits so another DD can carry their game?

That and Valve is more of an objective 3rd party at this point. They have 1 release a year so other companies using the steam store to sell their products do not have to fear any favoritism. You can realistically say that Valve is as much developer as they are Digital Distributor at this point. EA is a mega publisher that would be the biggest in the world if it wasn't for the Activision/Blizzard merger and comes out with 2-3 titles a quarter.

The amount of fail
Steam/Valve doesn't dictate the price of games on it's store.

You're looking at the regional distributor for pricing most of the time.
e.g. Australasia
Namco Bandai pricing of the Witcher 2 is $75 USD
or my favourite Activision
Black Ops is $90 USD
and guess what Witcher 2 is $75 at GoG too for AUS/NZ
Blaming Steam/Valve for higher cost is just stupid.

Blame the regional distributor for gauging your money riding on Valve's glutes too and adding tax on digital goods.

That is only partially true, I remember more than once people complaining that a newly released games cost a lot more in Europe than it did in the US on the Steam forums, and publishers rep answering that they weren't aware and that they contacted Valve to correct the price.

It's especially true for Indie games where Valve basically choose what they want to charge without consulting the devellopers at all, and that happened multiple times as well. If the publishers really set the prices why would BC2 be 25€ on EA store but 40€ on Steam ? (and that's only one of the many examples).

Valve isn't the champion of the people like a lot of people seem to believe, they're a business and try to make the most advantage they can from their dominant position, they certainely aren't the friendly help to indie devellopers like we hear all the time, sure they give them a platform to publish their games but they sure aren't treating them well.

no i think they get to keep it.

the new rules just make it so steam can't sell it anymore, they cant take away what you already have.....
Steam has a no-refund policy anyway, so i doubt that would happen anytime soon
