I have a palit GTs 450 with stock clocks of 783/700/1566 and a overclock of 990/900/1980 with 50mv added if I go to 1gz on the core and it stays stable will this be safe for 24/7 . Plus temps never over 75

I think 75 is a little high, at 925/1900 my middle card runs at ~63 the other two around 50C..well it used to run until water spilled all over it this morning.

The thermal max of your GPU is 95C (but I personally would keep it below 87C) so 75C is perfectly fine for your GPU and if you are actually stable then heck no you shouldn't lower your clocks, 50mV overvolt isn't anything to worry about either IMO. Grats on the great chip if it turns out to be stable in the long run.
