CPU is Declocking

My CPU is Declocking for Some Reason, Its a Phenom x4 9950 (1st Gen)

at the Stock Voltage of 1.3V and 2.6Ghz Clock, The CPU Decides to Declock itself down to 1.05V and 1.3GHz

I have Cleaned out my CPU and Temps are Good, I have Reset Default Settings in BIOS

Also my Board is 3+1 but somebody said that a Voltage increase from 1.3V to 1.35V is Safe.

Also I can Overclock to 3.0Ghz with Voltage at 1.35V and its Stable but the CPU still Declocks just like it does at Standard Values

It's Cool n' quiet in affect or at least seems that way. It does this to save power and produce less heat. Disable it in the BIOS and it should stay at the same clock speeds.

This. Leaving C'n'Q on is usually not a bad idea, but if it's downclocking under load (during a prime95 test, for example) you have an problem.

I dosent really downclock on load its just it Downclocks when ever it wants,
So it goes up to 2.6Ghz then Drops to 1.3Ghz then 2.6Ghz

Its kind of a pain in games because you carnt play them because all the Cores just run at 1.3Ghz and its like 9 FPS

And trying to play FSX which is my Best game, Is simply Annoying


EDIT:
At the Moment this is what the Cores are Running at

Voltage : 1.3V

Core 0 : 2.6Ghz
Core 1 : 2.6Ghz
Core 2 : 1.3Ghz
Core 3 : 2.6Ghz

You don't have any power management software installed that would do this, do you? Also, there might be a BIOS function that downclocks because of temperatures that could be doing this.

I have No Power Managment Software installed

Apart from AMD Overdrive which I used to Overclock, I reinstalled Windows 7 to see if that could fix it but it didnt

And Have have set the Power Managment in Control Panel to High Performance

EDIT:
Gonna pop into the BIOS to see what I can find

Have you tried placing heatsinks of the vrms and/or at least a fan?

You never mentioned temps, or showed them... What are your temps like in Prime 95 when it starts to throttle?
