Also what does DOA mean?
DOA = dead on arrival (ie you got shipped a bad card).

As for safemode, you hit F8 after posting and Windows should give you the option to boot into it. Safemode loads your OS without any unnecessary drivers/apps, so if there is a video driver conflict, you can get around it there and uninstall your old AMD software.

Hmm, it could be your PCIE slot. Have you tried your 2nd slot yet?

Also are you being careful and making sure to ground yourself before handling these cards?
