Dreamcast emulator is possible. DrkIzziel, the developer of nullDC (and co-conspirator Zezu) helped create this video showing Price of Persia running (albeit slowly) on an omap 3 beagle board (with the intention of porting to the open pandora handheld openpandora.org). That was a 600 MHz Cortex A8. The PS Vita is a 4 core cortex A9 clocked at 1 GHz (I'm guessing) and is 25% faster clock for clock.
So, even if there is no parallelism in the code, a single cortex a9 core @ 1GHz is roughly twice as fast as a single 600MHz cortex a8 core, and there will be 3 available cores for the programmer on the Vita.
The original nullDC author has abandoned the project, but the source code exists on google code. If(when) the vita is jailbroken, I'm very willing to bet some intrepid emu dev will pick up the project and port the code. I'd even wager some games may approach or reach full speed, possibly without sound.
