I think you have some kind of power issue. look for burn sports or blown capacitors on motherboard and in psu if its out of warranty if not rma the psu.

Applied new TIM in pea method after wiping away old with alcohol, still shutdown... And I'm fairly sure sitting at desktop around 63-66 Degrees Celsius is still pretty bad?

Now HW Monitor says its sitting around 56-58 degrees... How can My Processor go down 10 degrees, when im not even doing anything...?

Well seeing how you put some thermal paste in there to help transfer heat from your cpu to the heatsink it makes perfect sense. Did you get your heat sink fixed? or preferably replaced? What thermal compound did you get?

because the less processes it is doing the less current it is using. Less curren = less heat
