@ james8: Yes I know, Counter Strike Source is a fairly old game, but I am not getting the most out of my system for whatever reason that I am still trying to diagnose.

Is it a possibility that some component is causing a bottleneck in my system? If so, how can I diagnose this?

May be a DPC issue similar to what happens with gigabyte boards on older BIOS. Causes frame drops in all 3D applications and jitter in videos.

Flash your BIOS to the latest version.

And no, there's no visible bottleneck there, system is balanced and will run CSS smoothly. Just gotta iron out the 'fresh build kinks'

Here is the board, Ausus board, I purchased it not too long ago. The symptoms you indicated sound like my issue. I can't figure this thing out man.

When I ran Hard Disk Sentinel, the HD health is at 55%
