Video Card for my friend

My friend has the dell vostro 200. He plays some games, and he doesnt want to play on minumum settings anymore. Right now, he has the Intel Pentium Dual CPU E2140 @ 1.60GHz. The computer currently has a nVidia 8300. What is the best video card I can get without a CPU bottleneck? I will also replace the PSU.

Where does your friend live? And what's his budget for PSU and GPU?

an ATI 4670? But he is severely limited to his CPU. Don't think there is even room for improvement with a new video card.

He has the standard 300 watt PSU, and 2GB of 667Mhz DDR2 RAM. He lives in NJ, but I don't think that relevant. His budget probably maxes at 150, but he is flexible.

I was hoping that wasnt the case. I was expecting that kind of answer.
