1. The Martin's review is basic on fans moving air through a radiator so the specification doesn't apply. Without the radiator the GT A-15 rated 58cfm and 28dBA.
2. The noise level is where the microphone at 6 inches distance so the sound level of course will be higher than it is rated. I believed most manufacturers measured their noise level at 1 Meter distance.
With that being said, A-15 will be perhaps a superior on a radiator due to more static pressure, even thought the TY-140 rated around 79cfm at max going through a radiator with low static pressure it possibility won't be moving more than 35cfm and the noise will be higher.
So, if your pc is at a distance from you the A-15 noise level won't be a big factor. My vote for the A-15 if you can get it local.
Ah I see. 28 dBA seems like a far more reasonable number - especially considering the hype around it. My computer sits on the floor about a foot away from me under a desk.
As for price, I can get each for $15 at my local tech store.
