Ya just looking at your sig rig I would say your GPU is the bottleneck.

Think of it this way:

Although the GPU acts on its own to process data into video, it can only process the amount of data the CPU is sending to it.

Hence, slower CPU = less data sent to GPU for rendering, and your GPU is undertasked (lower % load)

But on the other hand

Fast CPU sends X data to GPU and GPU can only process less than X, then you end up with your GPU lowering your framerate.

So essentially, your GPU is not able to process all of the data your CPU is sending in a timely manner, therefore lowered FPS and Stutter.

It Def would help at least some. And i just looked up the specs of your card and noticed that ASUS has a "Voltage Tweak" app for that card. I would def look into that as it looks like a dummy OC button.

If you're interested in really maximizing the possibilities of that 6 core CPU you would want to look into putting that card into crossfire. That would greatly open up your GPU's abilities.

Edit: You picked a good card too as the 5830 is crossfire compatible with multiple cards in the 58xx 59xx lineup.
