Not disagreeing with you, but people over estimate how much heat a hard drive puts off. I have three 7200.12 drives with ~1/8" between them in the rack that I linked, behind the stock 80mm fan that is maybe 10-15cfm and they all run within a couple degrees C of ambient under full load. As far as cooling the rest of most cases, there is sufficient air intake elsewhere and adding more intake without more exhaust really doesn't accomplish much.
Just think about all the OEM computers (desktops and laptops) that put no fan on the hard drives at all - or your external drive's passive cooling. It's perfectly fine. The biggest thing is fitting more in there.
