Need help (building parents PC)

I've built 3 PC's this year with the help of this forum, buying the parents their own PC. I have 3 or 4 monitors laying around so this is what I need.

A Media PC (budget minded, because they tend to get all sorts of virus', and rarely clean their PC's) that they can use to view HD movies, do simple tasks (i.e. word processing, MS office, high resolution photo viewing, DVD movies, skype web cam, and HD streaming to the HD TV in the living room)

Trying to get case, optical drive, HDD, MB, processor, cooling, powersupply, and ram, (dont think I need a graphics card) I was going to wait for llanos. but I have no idea the cost of those and when they are coming out.
Want to stay as cheap as possible, because I know I'm going to end up replacing it.

How about a Zacate Itx rig? Or do you want a mid size tower?

looking to spend under $500. the biggest hurdle is the web streaming and 1080p movies (sending movies of the kids, the cameras I use are all 1080p and 720p video that looks like crap when I down convert. I want them to be able to download it off my server. to the windows 7 PC, and be able to sit down in the living room and stream that file. aesthetics dont matter. (You dont know my Mother, you think wives are bad with having computers laying out, my mom will hide go out of her way to hide it in a cabinet, whether its the size of a dvd player, or the size of a pick up truck)

the TV in the living room is a 55 inch LCD that I bought them for Christmas last year, that I have hooked up to the router using wi-fi. So I have to stream the HD, otherwise Im going to hear all sorts of complaints about pic quality...

I'll start you off with a few suggestions:
Athlon II x2 250 + Biostar A880G+ (or go with AMD Zacate APU if you really want it to be very low power) $101
2x2GB A-Data PLUS DDR3-1600 CL8 - $39 (cheapest kit available)
Pixxo CI-8102 small form factor case + PSU - $28 + $11 shipping (I recommend SFF for builds like these)
Samsung Spinpoint F4 2TB - $80 shipped
Samsung BD-ROM drive - $65
$324

Plenty of room so you can add cost of an OS, or if you already have one, use the extra money for an SSD or more HDD space or something.

EDIT: Didn't see your streaming with the TV.

As for cleaning/viruses... I usually reinstall windows every couple of months to make sure all the junk software and viruses don't make a difference. Its not for everybody but as long as you have your files backed up its sometimes alot easier and nicer to just start with a clean slate. I save a folder of software sites so its quick to reinstall everything.
