ARM will kill it no doubt about it.
RISC-type processors have gone up against x86 before. Some have even been the beneficiaries of official Windows releases. To date, none of them have ever managed to compete against x86 in the home or office environments.
It's possible that smaller and faster CPUs will allow ARM's architecture to provide "good enough" computing for the mass market; at that point, we may actually see some price competition. But I'd be shocked if an ARM processor ever won a performance crown.
Back on topic: AMD struggled mightily to integrate ATi, but we're finally starting to see the benefits. The incoming CEO's top job will be to keep successful products in the pipeline; AMD can't afford to bring underwhelming parts to market.
