Got a question regarding Crossfire/SLI setups...details inside

I have a topic in the AMD board about the actual problem. This is more for an explanation of the dual card's behavior.

i5 2500k @ 4.2Ghz
4 GB Corsair @ 1600
128 GB Crucial SSD
Asus P8P67 M Pro
2 x Msi Twin Frozr III 6950 2GB Xfire

Ok, I have the cards installed. I have used driver sweeper, installed the latest CAP and CCC. I have tweaked the cards to allow +20% power if need be. I even tried to force voltage. What I want to know is if this is normal.

Heavenmark 2.1 with default settings
1331 score w/ Crossfire disabled
2613 w/ Crossfire enabled

So I know the card is working. But in a few sections of the Heavenmark and mostly in Crysis I notice my GPUs usage both drop for some reason. Naturally you would think thats good but my FPS drops substantially as well. I will be rocking @ 50+ and suddenly look at an enemy base in the distance and the gpu usage drops from 95%+ each to 55% each and my FPS drops from 60-70 to 35-40.

I understand that MAYBE the gpus have certain scenes that might not be as hard to render but my FPS shouldn't suffer automatically. It becomes aggravating because my FPS will drop and rise left and right with GPU usage when running around said enemy base shooting things up. If my GPUs were working full load 100% on the game, I could have 50-60 FPS without those crap drops. I see the same in Metro 2033 as well.

I notice Farcry 2 Im fully maxed on all settings including 8x AA and the lowest the FPS ever got was 99 but mostly averaged 120 ish. What I don't understand is, what is telling my GPUs not to work harder to get 160 FPS. Since they are only working around 60% in that game for the most part.

Im running a single monitor @ 1080p

Is there a program I can use to tell me my CPU and RAM usage in game?

I used task manager. I checked my CPU cores seperately and CPU 2 spikes up very high for the most part. I then checked the total CPU with one graph and it doesn't seem to get higher than 50-60%.

RAM usage is about 70%
