I think he isnt using offset voltage. And its silicon lottery how low you can get your voltages. I have 1.4V peaks with same 4.5GHz.

46 x 100 = 4.6Ghz.
Vcore +180mv
CPU VTT 1.20v (Default 1.10v),
PLL Overvoltage Enabled.
CLL 75% (I think have nasty Vdroop).
My reported vcore is 1.392v - 1.424v during Linpack, mostly it is at 1.4v

Can I decrease or disable CPU VTT or PLL Overvoltage?

Trying Offset +160mv gave fast BSOD in Linpack
