If you are buying and hd 6950 with the purpose to unlock, i would stick with the reference design.

I got 3 shappire hd 6950 ref, all three unlocked.

Exactly. You won't find unlockables anymore. Even the last batch of MSI 6950 Twin Frzr III is NOT unlockable if I remember correctly but don't quote me on that.

Your best bet would be used cards, 2GB versions, reference models.

Only the reference PCB and 2GB models unlocked the shaders.
