You've tried clearing the cmos so try removing all non-essential hardware. DVD drive, HDD, single stick of ram, onboard graphics (if the board has it) and see if she boots.

try removing EVERYthing attached to the motherboard except for your RAM, CPU, Video Card & Keyboard. If that doesn't get you in, then try to swap out the Keyboard & Video Card (just to test).
If you spam the DEL/F2 key on reboot can you get into the UEFI/BIOS?
Best advice right there. Also reseat the CPU. It's very rare but sometimes you can bend a pin or two when putting the CPU in and it won't boot. Same thing happened with my Athlon II 635... I'm not very proud to mention that
