That's odd. Usually those emails are nearly instantaneous. Though, maybe it's slow due to the sale?

Nope. A window pops up the instant you log in elsewhere.
If it lessens you paranoia, open up a support ticket with steam.
Though, if it were me, I would open one cause I've had my account hijacked before by some Russian dude and it all started the same way you described in your 1st post. Eventually, I couldn't log in and waited 3 days to get back access to my account (stupid weekend).
