I'm not really sure what you're asking (although, I am a little sleepy), but the VTT is the voltage for the Front Side Bus. So using 1.4V was very helpful for me when I was trying to overclock the E8400 to 4.0GHz in the EVGA 680i SLI.

for 45nm CPU's ... you can use the following 'rule of thumb' for VTT/FSBv

FSB ranges
200-333 : 1.1-1.2v
333-400 : 1.2-1.3v
400- +500 : 1.3-1.4v
+600 : +1.4v
