Nvidia be a more KNOW name, but AMD is better in the GPU section.
Nvidia may have the best single core Graphics card out there, but it's a lot more expensive and not that much powerful to justify the premium price.

I say go AMD.

Well 450 sli is probably about equal or a little faster than a 6950, while the 6990 is about twice as fast as a 6950. If you can afford it grab the 6990.

Isn't it true though that the 6990 is pretty much the same as the 6980 except for a bios update? or is it the 6970 and 6980 the same?

SLI a couple GTX 580's if your budget permits. Just one is enough to handle pretty much anything, but it would be nice to wait a year or two longer to upgrade.

Go with AMD, When i went with NVIDIA to AMD, All my BSODS and issues were fixed, Dunno if NVIDIA have fixed their heat problems though.

1) Tell us your budget for the graphics card first of all and intended use/monitor(s) being driven by it. ( eg: A GTX580 1.5GB might be more popular than the 3GB version but if you are playing texture-hungry games on 3x30" maxed, you might want to rethink purchases...)

2) Popularity is not what you should base your purchase on. It is a very, very, very, very bad way to live your tech-life (and RL for that matter). What you should look for is the price/performance ratio for the cards as well as benches and comments from people who actually own the cards (Take these with a grain of salt as a number of people tend to be biased towards their purchases)

3)More detail about the entire rig will go a long way.
correct me if I'm wrong but I don't think you want your rig to be a show-off and yet someone will spend half the price and pwn your hardware or match the performance...
