2600k - Speedstep Stuck?

Evening all-

I have been helping a friend get his new 2600k OC'd. This is a fresh build and a near replica of my rig. I have been running solid at 4.7 (1.35v) for 6 months now and haven't really thought much about - just rocking the machine with everything I throw at it.

My buds machine: Asus P8Z68 Deluxe Bios 0501 / 2600k / 8gb @ 1600. Looking at his temps I was impressed. Upper 20c at idle. So while watching his clock speed through cpu-z and real temp, I noticed that it never left 1.6ghz even under full load. I thought... weird.

Over the phone, I walked him through the BIOS and we made sure turbo was on, multi set to a low x44 and vCore bumped to 1.275. No big deal - everything boots up just fine. Go back to CPU-z and it's still capped at 1.6.

So - AI Suite. I jump on teamview and raise the multiplier in AI Suite and presto, the machine starts acting as I think it should. Throw a load at it and it jumps right to 4400mhz.

If he reboots, it sticks at 1.6 again until he goes to AI suite and taps the multiplier or loads a profile that I save of the 4.4. I can't find anything in the bios that would make, what I presume to be speedstep or C1E, causing the machine to stick at 1.6.

The speedstep / c1e match my BIOS settings so I am at a loss as to what is going on with it.

Any thoughts?

Aside from speedstep and C1E, C3/C6 should be the only other thing that affects the frequency like that, check that on his BIOS.
