i5 2500k 4,5ghz wall?

hi all!
has anyone had the same problem? or something i overlooked
every time i try settings higher then 4,5 ghz it will not load windows.
4,5 ghz is a solid overclock (63C fully stressed)
i also noticed clock values change in cpu-z while running prime.
before starting prime clock is 4,5 ghz, during prime it is 4,0 - 4,4

my current bios settings:

You've not put down your CPU Vcore down... I would say push a bit more vcore through, 1.35v should do it, maybe a bit more.

I've seen people running 1.45v on this CPU so you've got a long way to go before it's an issue.

really strange about this asrock board, manually setting vcore works really bad, windows doesnt even boot, or pc stuck at bios screen.
i used the offset mode voltage of -0.010V to get 1.336V working great @ 4,5ghz

even 1.5v doesnt let me boot windows @ 4,6ghz

Have you tried enabling PLL overvoltage? I had a crappy 2500K that wouldn't boot above 4.5GHz without it enabled.

Up your turbo boost limits (250/250/300). Should resolve your multiplier dropping.

I have the same board and my i5 is stable 4.6GHz@ 1.315v Fixed voltage.
So it is not the AsRock board making it not go past 4.5GHz on fixed voltage.
I see your CPU PLL voltage is way lower than my "AUTO" setting.
I set mine at 1.790 or something like that. (Auto sets it to 1.820 or somewhere around there...)
On other MB, somehow this CPU PLL voltage won't do anything for OC so people turn it down to 1.709. But I found somehow for this extreme4 board, it needs to be up there to make OC stable. (don't ask me why but that
s how mine is...)
Also you might want to bring VTT up which is the memory controller voltage (VCCIO) that helped me stabilizing my ram at higher clock.
Also I have speed step and C1E, C3, etc "ON". Except the main "Power saving mode" and "Thermal Throttling" OFF.
It saves the wattage, and also makes my idle temp way lower than it is set to OFF.
Also it doesn't affect the stability at all for me.
And yes, try turning the PLL over voltage "ON". mine is set to "ON" even at 4.6GHz.

@tunagoblin: what llc setting are u using?, as it seems that does have a massive impact on vcore voltage.

Mines at Level2. One below the extreme (flat) setting.
Internal PLL over voltage is ON.
Additional turbo voltage at +0.004.
