How do i tell how many fps im getting while playing a game?

Use FRAPS.

and yes FRAPS will tell you your fps in the game while you are playing it

Or you can turn on in game FPS, usually in graphical menu. But it's not in all games.

I'd use MSI's Afterburner, Fraps OSD sometimes has issues.
