Will the Eurocase 400W PSU be able to power HD 6790?

Other components:

Motherboard: GA 870A-UD3 (rev2.1)
CPU: AMD Athlon II x2 250
RAM: 2GB 1 stick DDR3 KINGSTON

It will pull 150w max, so you will be fine

Only problem I see is it may bottle neck on the X2

That power supply won't be able to go much above 275w. Please do not use it for the 6970. It doesn't even have the correct power adapters for it.
Whoops, my eyes missed that.
You'll be fine then.

Yes it will run

Idealy you could do with a 500w psu but the 400w powersupply is good

I think Seasonic is the OEM Corsair usually uses.

I would just like to point out that you will not be able to take advantage of your card with the other hardware, particularly your processor and RAM.

What are you all talking about?

As far as I can tell the Eurocase is an obsolete junk pile that would optimistically do 300W on a good day, though probably not in spec.
