Since your question is somewhat financially related, I'd say just stick with air cooling, because once you get into watercooling you'd want to watercool everything around it...

Now for the performance side of things, watercooling definitely is more effective at dissipating mass amount of heat and is easily expandable to your surrounding components, if you possibility might have ANY intention of getting rid of your loud gpu noise or whatever in the near future, then water is the way to go. If not and your sole intention is to cool your cpu only, then I highly recommend you to drop by the FS section of the fourms and get a used D14 for cheap (And trades blows with the RS360 at lower temps kit too!)
