Sounds like it's promoting piracy to me.
Why buy the game when you can simply acquire a copy, and purchase a legitimate key for $10, instead of $50-60?
Now as I think about it, I don't all oppose what some developers are doing. But locking content that was suppose to be in the game from the beginning is just a big no no. But it does not in any means should promote piracy as games from the get go should cost that much to begin with.
