Have had it at the stock fan setup since i bought it and ive seen idle temps as low as 25C when i have my AC going full blast(saw my cpu temp hit 19C that day lol)
Hmm, interesting. How long have you had the side panel off?

EDIT: GDit lol, looking at the wrong post. Sorry OP.

almost since i built it...had leaking problems right after i got the WC setup so i had the panel off to watch for drips. Keep it off so i can take a quick glance to make sure water isnt spraying everywhere.

Does having the side panel off cause a problem with having the air flow around the card not (what's the right word)..... moving enough? I'm not sure if this would make a difference or not, but I assume it might

Yes, it could disrupt airflow around the card. Depends on the configuration of the fans and components in the case. Like, if your PSU sit below the GPU, and the side panel is off, then that hot air coming off of the PSU isn't being circulated out of the case and is going directly up to the GPU which will increase temps slightly. First thing I would do though is check for dust on and inside the card housing and fan. If you have never cleaned it, this is more than likely the culprit. Then, while you're at it, you can just replace that old TIM on the GPU just to be on the safe side

JW, how would you go about doing this? (what program?)

Well, it should be in your nVidia control panel under performance settings. You can set a profile for your fan and overclock there. Or if you're using your GPU manufacturers' settings like MSi Afterburner etc., then you can set one up there.

Here is a video on how to set up fan control using nVidia Control Panel:
