guess you could do it this way...but what files are you trying to move it over. (btw you wouldn't be able to delete the windows directory inside windows, well not easily, as it would still have the same file permissions as your windows install you're in. it will delete some of it, but it would error out on a lot of it, complaining about insufficient permission to complete the action.)
it would just be easier to move over the files you want to keep to another drive/partition, then formatting the old windows partition once done.
as for not cluttering up your ssd, just on a mechanical drive create a "Program Files" folder and install to that each time you install a program that is not needed on a ssd (i'm assuming you got an ssd to run games faster?), on a side note, if you ever reinstall windows, you would need to remove this folder/clear its content at least and reinstall all those programs, as they don't migrate well to new installs, steam games will tho.
