Hot swappable fans

This may be a stupid question, but I cannot find an answer to it.

Are case fans hot swappable?

Ordinarily when I work with a PC I power it down, unplug it, and sometimes put on an ESD strap. Just recently I installed some new fans, but I realized that I didn't have enough connectors on the motherboard. So I left a few of them unplugged. Today I saw another connector that I overlooked and I started to plug the fan in, but then I remembered that some connections (PCI) are not hot swappable and with shutdown the system if you plug/un-plug it, but others (USB) can be plugged/un-plugged without powering it down. So are fan connections hot swappable? I would really like to know before I short out this mobo.

You should not connect a fan to a fan header on a motherboard while the Computer is running.

you can connect it to the power supply while its running however.

you can connect a case fan while the computer is on, but some motherboards have issues with that (they freeze up).

You can connect a case fan no problems to the power supply.
