Okie doke, Have you tired rebooting and trying again?
Had a similar error and it was a stupid easy fix after I found out. One sec I'll try to re-create this.

Okay, my problem was, I had bought a 500GB WD Blue for my dad and when we went to install 7, it wouldn't let us format it. So I had thrown it in my comp to try to format and it didnt work. Then I found out there was another way (And I think it was that New Simple Volume) method and that fixed it. I don't remember the exact process though. Try this though if this isn't what you tried already:

Good Luck!

Try formatting it that way.

nope, is there any program that i could use to partition it for me beside the integrated windows one?

Edit: Woah, i decided to split the drive into two separated partition of 1tb each and it work instantly.

so, does windows 7 not allow drive over 1tb?

Yea it does , Chances are its being super stupid.

If it doesn't bother you having it in two partitions leave it

Will help with any games installed on the one partition.

It seen I can only get 1 out of the 2 partition to be format property.

When i try to format the 2nd partition, i get the same error.

Im starting to think that Windows 7 have a overall harddrive space limit of 2TB.

EDIT: Found out, i have to install the new nvidia chipset driver. All Good now
