The problem is your cpu is drawing more watts then what the board will allow so it down clocks it. This is the same issue I was having no matter what I changed my multiplier to.

You can actually put any numbers there.
even 1000/1000/1000.
It just gives you the head room for CPU to use the voltage.
Mines set to 255/255/250 no particular reason to the exact number.
200+ on all should do usually fine for OC.

I don't think speed step is nothing to do with it. Since he's getting this under load.
The CPU is obviously throttling.

iknow, but i know my mobo came stock at like 95/120 which was limiting my OC. And my clocks would drop to 1.9ghz during prime 95 with speedstep on, which is why i suggested he turn it off.

i did all of that and still on prime 95 keep showing x42. so that means im not at 4.9 ?? also i have all the c-states off. the intel pll voltage off. speedstep i have it on bc if i turn it off windows show 3.9

i disabled Spread spectrum and still same thing. when running prime 95 it downclock to x41. normal window and cpu-z show x49.
idk what else to d. wow this is frustrating

CPU-Z is fairly accurate at displaying info. Windows on the other hand is not. Ignore what it says in the System Properties page, that must be some sort of glitch since it is supposed to say the stock speed of the CPU. Mine says 3.4 even though I'm running at 4.2GHz.

So in BIOS the multiplier is at 49? What's the clock bus speed? It should be 100MHz if you want 4.9GHz. Even 98MHz will lower your core speed.

Also, what are your temps looking like @"4.9GHz"?
