For some reason my OS keeps freezing and bluescreening every time I go over 3.8ghz I guess 16gb ram is too much

dont even bother with that motherboard. you need to bump the cpu nb up with the voltage as well. 16gigs is a lot on the memory controller. you will be limited due to that mb. is there a reason why you need more then 8 gig?

so even if I only raise the multiplier do I still have to overvolt North Bridge?

this is what will prevent you from even getting pass 4.oghz. get a new board before you even want to take it up there. or get vrm heatsink to cool this area down.

it took quite a bit of tweaking for me to get to 4.0 while running all my ram at stock speeds. also took 1.475 on the core, but I'm still running well within temps. after all my tweaking I actually realized I only needed to drop my fsb down to 200 and my multi up to 20. then increase voltage. so in my case simple was the way to go.
