Bad PSU or GPU?

Alright so I have artifacts on 3dmark 11 when I am on stock voltage and stock clocks, when I lower the clocks to 800/1150 from 850/1200 I don't get any artifacts there. And if I increase the voltage to 1.243v from 1.212 I get much less artifacts but still some. I fear of trying 1.25.

My PSU is a 700w with dual rail 12v 30a and 22a. It is not the most reliable PSU out there but I thought it would do the job. I still have the artifacts without my cpu's overclock.

What could it be? I think I could still RMA the card but because of LAME RMA support in Turkey I have to try everything I possibly can before doing that. It sounds like low voltage being delivered to the card because I do not get any artifacts if I underclock.

Yeah, I would call that a GPU problem. As a friend of mine experienced the same stuff and it was the GPU.

Alright, I will have to arrange a meeting with my uncle to test my GPU on his rig before RMAing.
