***HELP!!!*** Possible Motherboard Failure???? - Running out of options!

Hi everyone, I am having some trouble with my PC.

Basically the windows keeps becoming unresponsive, but keyboard nd mouse still works (mouse moves around but the entire windows is sluggish).
it only becomes slow when the graphics card gets hot (even wen im not playin games), and if i disconnect the graphics card, the internal one gets very hot and has the same effect.
this was when i was running on a 32-bit XP Pro OS.

my current specs are:

Windows 7 x64 ultimate
Intel Core 2 Quad Q660 @ 2.4ghz
Samsung spinpoint F3 1TB HDD
450w EZ super silent PSU
Sparkle 1gb Nvidea 9500GT GPU
ECS G31T-M MB

everytime is freezes it says that it took too long to write data to the HDD, saying " ..........succeeded, but took an abnormally long time (62 seconds)" in the windows event viewer. I have researched this problem and found that it may be my Sata controller on the MB, faulty Cable or faulty HDD.

This is what i have done:

Fresh OS install of Windows XP 32bit AND Windows 7 x64 (everything on my pc is compatible i checked)
Updated all drivers
Updated motherboard
restored default setting on MB
changed graphics cards/ram/pc monitor
new 1tb hdd
new locking hdd SATA cable
tried the sata cable on different ports

And ive tested:
Ram (memtest x86)
HDD (samsungs hdd tool & HDD Tune Pro)

but still have the exact same problem. now windows keeps getting corrupt and i am having to repair or even reinstall the OS at almost every startup.

I have come to the conclusion that it may be the MB or Processor but still not sure. if anyone can shed some light on this would be great!

thanks

Can't be the proc, CPU's can't cause those kinds of problems. It's either your board or your HDD. Try booting off a USB stick with an image of Ubuntu on it or something and move files around. See if you still have problems.

Thanks for your reply, hmmm, yeah i have reinstalled the OS on my new HDD (Samsung Spin-point F3) with the new Sata cable in a different sata port. so i don't think its a HDD issue anymore. i am currently looking into a new Motherboard but was told it might be a CPU issue just before i ordered one.
