lol ya im out of the loop. but anyway any recommendations on ummm loops? or whatever i need. I am building my first pc and i have everything accept the card. today i was gonna just go ahead and get 2 570's and sli, but now that this 590 is available im thinking og jumping on it. as long as this loop you chums are mentioning isn't tooo much more expensive.

Take a look at the XSPC kits, they are really good for the money and it's a popular choice for first timers.

Okay, basically, this is a graphics card that has a waterblock pre-attached to it. Now, unless you're willing to go for an all out water-cooling system, it's useless to you.
As a first build, and given your lack of knowledge of watercooling systems (no offence intended), I highly recommend sticking with air cooling.

In short, don't buy the watercooled 590. Get the two 570's or wait for a normal 590.

Its a stock 590 with a water block for looks. sure it gets pretty hot but its not as if you can even Overclock the thing all that well anyway. I would honestly say go ahead and get two 570s or get the non ref 590 and put that on water instead along with a water cooling kit. I would say its a good $1100 usd for all of that compared to $650 for just two 570s that oc fine without water.

You're going to need to do a good bit of research.

That card has a waterblock installed, which means you will need a water loop, which consists of block(s), radiator(s), tubing, reservoir/t-fitting, fans, water of course, etc. etc. It's not cheap, and if this is your first time building a computer, I would seriously suggest you just stick to air cooling for now until you get a bit more familiar. You can always install a water loop and add a GPU block later.

Very no. If you don't even know what a water loop is, you'll be in for a BIG shock. a decent water cooling system will run you 300... And you'll need more than decent to run this card.

I'm just imagining if you didn't ask... You would have bought it, installed it, then smoked it in 4 seconds flat. It has NO cooling system on its own. It needs water flowing through the block to keep it cool or it will go up in smoke, literally.
