First Liquid Cooled Build

Okay I have up to $3k to spend on building my own liquid cooled pc. I have read a lot and have done a good amount of research on liquid cooled pc's and building and installing. I have already built a pc about 4 years ago. I feel its time to upgrade and give my old pc to my farther. So i have 3k to spend on a new top of the line liquid cooled pc. I have no idea what i am looking at their are so many parts and i don't know what will work with what so if someone cold construct a list of parts and components i will need to make a liquid pc. I need everything from the case to the tubes needed. i want to start from scratch and i was wondering if it was more difficult/costly to install liquid cooling on the graphics card along with the cpu. also is there anything else to liquid cool? please post ur opinions and advice. <3 i know first post on the threads im hoping to become more active here.

If your going water cooled then you might as well go all the way. It doesn't really get more complicated doing gpu cooling it just takes more pieces parts.
