Could this on my PCB have killed my HDD?

My HDD won't spin up anymore, and while inspecting the PCB I noticed this looking out of place. I'm not really sure about all the inductors and resistors stuff, I'm a networking guy. So can anyone give me a hand with figuring this out, perhaps a heads up on how to fix it? Thanks

a new might be all it needs to be fixed
