If you were so inclined to use one of these, yes, it would be a replacement for your rad. Running sub ambient fluid through a radiator with fans blowing ambient temp air through it is just going to warm the fluid, not cool it further.

These things are pretty noisy, and power hungry. I don't have first hand experience but I imagine it would be like running an AC unit 24/7. Don't quote me on that though.

You will also have to monitor your liquid temps closely. It's safe to run slightly sub ambient temps but if you cool below the dew point then you will have to deal with condensation.

A cool toy to play with for benching? Maybe. A 24/7 replacement for your radiator? I'm not so sure.

I used a chiller 24/7 for about 18 months,though higher capacity than your link,that wouldn't keep temps down with modern gear.
That's a lot of money for not much cooling potential...
I only stopped using a chiller because i kept killing pumps,my new beast should be in service Very Soon
chillers rock!

just dump the tubes straight into a coolbox with a hefty quantity of antifreeze in it.
the cold part of a portable air con (evaporator) sits in the same res.
Essentially a chiller is just an fridge/freezer/aircon unit thats up to the duty of cooling a pc.
my chiller is mounted outside so i dont hear it,but to quieten the chiller down just change the fan or put a pot' in the line,as the fan is overkill on most of them,and the compressor part is much much quieter than the fan,so you can bring the noise levels in line with say :a fermi at full chat !
Ofcourse the fermi's will be silent and ever so cold,but Insulation Is Essential.Do remember and dont forget to insulate every component properly.
