Because by like 2015 the price will be $1.5B more than the anticipated $5B approved in 2008. Which is stupid because so much was already approved and the plan would be to literally just drop it and not disperse the future budget to any other NASA related projects and all the work up to this point would go down the tubes.

Don't be so naive. The legislative branch determines the budget, not the executive branch. The executive branch has been relatively quiet on NASA so attributing it to the president is pretty baseless unless you have proof.
