Yeah, but there is a cost for restarting projects especially if the knowledge was not transferred. ....so inefficent!

I might have been not clear enough I mean if NASA can become more independent, so that it can be either a public company or a private company. The best bet I believe will be a Private Company that isn't worried about public needs and demands but to still be as academic as they are now but find to sell the products they produce, hire and pick projects and how to spend the funds for that particular project. Though have a external commitment agency similar to FCC in a extend though without any other companies involvement.

I agree more money needs to be invested in education but realize that at the moment that extra money would just be gobbled up by the unions and wasted on the administrators. None of the money actually goes to helping students learn better or more. We need to abolish the unions and hire teachers who want to teach, not attain tenure and then slack off.
