ok i am going to be upgrading from an old dell p4 so this is going to be pretty good.

processor and mobo

ram

parts i have
200gb sata hdd
dvd burner
18.5 inch lcd screen


any suggestions on a case and a power supply would be helpfull

obviously have to recommend this case.
and this psu should do nice.
also are you going to be using a built in gpu? if not I definitely recommend this.

what about a video card?
I would go with more ram, get 4gb instead of only 2gb.
also that ram is 1.65volts, sandy is suppose to use 1.5volt ram to prevent damage to the memory controller.

here is a really good PSU for you. If you aren't going to use a dedicated video card you can change out the PSU for the 430watt version.

Unless your current dell case is BTX, keep the case and get some better gear around the main components, like a more recent hard drive or something.

Power supply-wise, any good 500W unit will provide enough power for future expansion.

how will i know if it is btw its a dell optiplex gx280 i believe its the mid tower version

The case you have with your dell won't work, those dells are BTX or some other proprietary style case.
Go with the HAF 912 I linked, it is a great case for the price.
