If he is overclocking then the silver arrow for $70 is what he should get. Overclocking is limited by heat and the silver arrow is tied with the Noctua D14 as the best air cooler you can get. agreed. if he is going to OC... DO NOT try and be cheap with the CPU cooler, it will cost more money in failed components later.

Between the two, the Frio beats out the Hyper 212+ every time.

If you're patient, you can often find the Frio for around $45.

Also take a look at the Scythe Mugen 2. It competes with every top air cooler out there and it's only around $40.

All the above are sub $60 and afaik perform better than the Hyper 212 Plus.

Personally i'd go for a Noctua, Thermalright or Prolimatech (if he has an Intel CPU).
