Origin is effectively a product that EA is selling, and it's in direct competition with Steam. If BF3 does become available on Steam it won't be until the game is irrelevant, that's not being brain dead, that's investing in their product.

Edit: I'm also seeing a lot of people saying "But they'll be losing money by not releasing it on Steam", yes that's true for the short term, but that's how investments work, look it up.
