Mmmmm NBA nor FEAR are Steamworks games; you can install and play those standalone without Steam. That's what I've been getting at: a Steamworks games means the game HAS to be activated on Steam to be played. You can't just pop in the physical CD and install and play without ever going through Steam (unless I'm mistaken on that detail and then that would render my entire argument wrong) I'm not sure about AVP as it came out in the era where I was already buying everything through Steam.
Gotcha, ok now. So I was wrong on the VAC piece, but games that are on Steam are not automatically Steamworks. Back to the original debate: the list of ~80+ games on Valve's own site are not all Steamworks.
