I want an Athlon IIX4 @ "possibly" 4 Ghz ,or as close as its stable , and later an 1090T Oc 4Ghz,or more .
So is the V8 good for that , or no ? I hardly can order anything , but the V8 is now in stock , so i could get it locally .
Also there is a Noctua NH-U9B SE2 for 25% less .
There are certainly higher thermal performers and higher cost-to-performance coolers out there but since you have no other choices, just use the V8 which is the (much) better performer of these 2.
V8 is not a bad cooler at all. Its weakness is that it can only fit one fan in the middle and changing it is not an easy job. However, the reason for this is the CM's balance between thermal and acoustic performance.
