TDU and TDU 2 are very much arcadey (Though TDU1 is far better than 2 imo, even after I put 80 hours into 2 lol)

As far as starting over in Shift 2, just go back and drop a couple parts out of your car till you get back to the correct level you need for the race. If you really want to use that specific car anyway. That's the nice thing, you can essentially "toggle" upgrades on/off in the game (other than the WORKS upgrades anyway.)

You would think that with the success of Forza and GT some manufacturer would jump on making a PC game in a similar vein...

I assume its due to the licensing costs, you will never see an indie developer with the same licensing as Polyphony Digital (GT5), so there is serious amount of liquidity needed up front.

There are only a handful of companies that even delve into the racing genre, most notably Codemasters and EA. I assume they limit their entire catalog to cut down on costs. I am sure we are looking at quite a few $$ (in the millions at least) just to use the likeness of these vehicles, and since there are no basis for a market on the PC (i.e. its never been done to the level it has been on console) we won't see the genre take off till someone makes a gamble, and releases the full out modern day racing simulator on the PC.

The sad thing is, I can't imagine a better system to build it for than a modern day PC, multi-monitor support, a plethora of steering wheels (as I am learning right now), and the potential of being the first AAA hit seller in a long time, just being the only one is guaranteed to put money in the Dev/Publishers pocket.

iRacing is really the only modern racing sim that gets it right IMO. The visuals are a bit dated but don't look bad, but the structure of competition is unmatched. Of course since they're a small company they can't churn out content at a drop of a hat and licensing costs are passed on to the customer as part of the rather high cost of the game. Nothing else even comes close though when you put it all together. If you're a competitor and like racing against others online, that's where you should be. If just want to drive around however, probably not.

The biggest problem with GT5/Forza is the tracks suck. No character to them and some of the corners aren't even the correct radius and/or banking. Of course this can be fixed by laser scanning the tracks like iRacing does but now we're talking big time money.

No it's not a sim, but no real sim on the market has everything the OP is looking for. From what I've researched on the games you list, each one is quite niche market-y. He wants lots of "mainstream"-ish cars, tons of upgrading and tuning, lots of real-world tracks, etc etc. While the games you've listed are indeed excellent games, none of them would fill all of the OP's needs, especially when he's looking for something that's Gran Turismo-esque
I did read the OP and all the posts so I know what he asked for, but if everyone read the OP and replied with sims like he wanted then there would be no posts in this thread, in another words there is no sim on PC with all those things. Forza anf GT series are the way to go but lack of 3rd party steering wheel supports for Xbox is a huge let down.

What clutch bite? I'm not talking about clutch bite. You're telling me that after releasing the clutch fully I still have to wait a second or two for gears to change? Maybe in a car with a tip tronic box but not a full manual. And I drive a R32 Skyline daily, been driving manual cars for years so you just made yourself sound like a idiot in your reply.

100% agree with you there, iRacing is in a league of it's own, The tracks are amazing and it's the only game I've seen with such detailed tracks. Only thing it's a subscription based game.

GTR Evolution is a great game. Hard AI and you're always on your toes when racing. The game is not very forgiving but that's how I personally like it. I would definitely recommend it if you want a good challenge. I was always under the impression that GTR Evolution was Race '07 since that's the name that shows up when the game is running.
