There are too many variables, maybe the OS is messed up, or it could even be a fault with the hardware, or as simple as being more precise with the voltages and which ones you change. Regarding the Memory btw, have you even bothered to run Memtest? Hopefully there isn't an issue there, for the reason why you can't hold 1600 stable.

As far as I am told, WEI should be the least of your concern. It just that if the computer is serving you well, then you should be set. All WEI is, just a grading scale, nothing more. Does not affect performance difference.

Except for when WEI crashes or you get complete 0's... Then it's just annoying but a saving grace that you didn't BSOD yet lol.

Haven't ran Memtest yet, i need to hit the memok button on the motherboard and run memtest. I realize WEI isn't anything important. I was using it as a quick test to tell if the overclock was somewhat stable while at the same time just for my curiosity to see how much the rating would increase with the CPU at 3.8-4.0.

It's going to take more time and elaborate testing to find out whats wrong. I might have pushed to hard to early. I want to think it's corrupt software. Because i had many instances of windows explorer crashing while trying to run WEI. That and i also had sound being made when logging in. The particular sound as if you've just plugged in a mic, usb, or any new device in the USB port.

I forgot to mention i did encounter one BSOD and it was through WEI. I can't remember the settings just because i was tweaking this and that, trying to weed out the problem causing instability.

What seemed weird to me was that i passed WEI once with only the CPU being touched but encounter a huge wall when messing with CPU/NB freq or memory. Even things that shouldn't matter like DDR3 2000 running at 1600mhz at 9-9-9-24/2T should be no problem for these sticks. Yet i get a failed WEI. Again seems to be pointing to software issues. But at the same time boot into windows repair off the disk, go to command prompt, and run dskchk and it passes. A day or so probably in the morning i'll clear HDD start over, at a smaller goal (3.6) for starters, see what happens.

WEI is not a stability test. Try 10 runs of IntelBurnTest on maximum. The more RAM you have the longer each run will take. It takes ~300 seconds for me when I had 8GB (sold one kit to pay for a GPU, I intend to buy another kit soon because it's cheap) and about 65 seconds with 4GB (well 3.5GB because I'm sharing RAM with onboard gpu until my GTS 450 arrives)

I realize WEI is not a stability test but my theory is if it wont pass it, why would it pass IBT or P95 assuming software isn't corrupt. I did run IBT once, took about 30-40minutes as you stated due to having more Ram this time around, but it failed. I'm running memtest right now, so far so good. If memtest passes i'm going to wipe the HDD and re-install windows, pretty much start all over.

*I hate to rain on you, but if you intent to push something pass 3.6ghz (which I know you will, LOL!). Please upgrade your cooler. If money/budget is a concern, then leave it at 3.6ghz temporarily and then work and save up the money till you get enough to buy a better cooler.

Guess i will have to eventually have to bite the bullet and move up to a 120mm fan cooler until i can find time and money to finish a WC build i've had planned for a year now. I've always had good results with the 92mms and i like the size/weight ratio. The Zalman isn't exactly counted out yet, not that i'm doubting you but with the fan speed controller i could see getting some extra performance out of it. Might sound like the computer is about to take off but noise isn't a factor luckily. I guess i thought the zalman was a huge upgrade from the rosewill i had on my Q9550 lol.
