E35 Is cheap, and as long as it has one 16x pcie you can upgrade to game.

Hence my suggestion. Most the equipment chosen should be fine. bear in mind that the E35 has everything you need on-board (and at a great price).

An AMD FM1 A8 3850 build can be fit into a $400 budget.
At ~$525 I go straight to the AM3+ recommendation in most cases.

Are you willing to drive to Microcenter in Santa Clara? You could save big bucks with the mobo/CPU

ok how about this if anyone can come up with a FM1 build for under 400 ill get it but it must use 8GB of 1600 or higher ram

Whats the deal with the ram? If he is only using the computer to surf the web "lightly" on facebook and youtube, then a few gigs of ddr2 would be sufficient. 8 GB is overkill for anything with the exception of video editing/modeling/enterprise server processes etc. And 1600Mhz is a speed you really only "need" for demanding processes, which web surfing is not. Doesn't fit the budget netPC build your are describing.

I'm not trying to be critical, I'm just trying to understand.

just an update i ended up going FM1 for him and the total was 567.78 ordered from amazon FM1 is amazing though i ended not getting the ram because i convinced him not too.
