Not true. Ports being blocked are set at the ISP level, NOT your cable/dsl/fios modem.

That is correct ISP has the power to block/unblock the ports they want. But you can also block/unblock ports using your modem as well as in OS side. I have a modem here athome configured to allow all incoming/outgoing connections in short I disabled the DMZ. I did this because I have a freeBSD server acting as a router, firewall, dhcp server, ssh, web, vpn etc. I control everything within my freebsd server not with the modem. my server is configured like this:

pass incoming traffic on ports 80, 443, 25, 22 and block the rest
pass all outgoing traffic

How do they do that? cant do it at the gateway then they will cut off other users
Your isp normally upgrades the modem firmware by ending it to the modem. If you abused any ports with it will be a updated config file to block a set range of ports

Where are you getting this information? I think in the whole networking realm, you should check sources more often ...

The quality of service offered by the cable modem, including the downstream and upstream rate caps, is determined by a configuration file fetched by the cable modem from the ISP's network during the cable modem boot-up sequence. The configuration file also tells the cable modem if there are any firmware updates available for it. These files are invisible to the user: they never reach the PC.
