This doesn't even make sense. The ring doesn't have enough mass to support Earth's volume of atmosphere, so it must be using some fantastical alien force field technology or something. Thus, the lesser volume of atmosphere should produce less blue coloration, according to your own insistence on using known rules for Earth-like atmosphere coloration
Wait, are they on the ring itself or on a planet that the ring surrounds? I'm not a Halo buff, but by the looks of it, it seems that there is a planet, and the ring surrounds it. Thus, meaning the planet supports the atmosphere, not the ring. If they are on the ring, then there would be almost no atmosphere whatsoever, it would have to be some sort of bubble, that encompasses the ring, and oxygen is being pumped into said bubble, either that or it's not realistic at all, and they just make it look as if it has an atmosphere, for convenience sake. So it depends on if they are going for a realistic portrayal of physics (They are on a planet that the ring surrounds.) or they are just chocking it up to some advanced alien technology, for convenience sake,(They are on the ring) in which case you would be correct about being able to see stars, and the sky should not be as blue, if at all.

They're on an artificial ring using made up alien "Forerunner" technology to simulate conditions virtually identical to those on Earth. Very similar to the world in "Ringworld".

Then Soggy_Popcorn is right and wrong. He is correct that, if it were real, you should be able to see stars, and the atmosphere would not be as thick, thus producing a sky that is not as blue, and more transparent. But, they are chocking it up to the "forerunner" technology to make conditions the same as Earth, meaning that somehow the atmosphere would be as thick, and the sky would be blue, and not be able to see stars. So, I guess everyone is right, but at the same time everyone is wrong.

But this also raises a further question as to why the aliens made the conditions on the ring identical to Earth instead of identical to their home planet, unless their home planet has the same properties as Earth, which would be even less likely. Maybe we should just stop delving into the atmospheric conditions of the ring, because it just keeps getting more and more confusing...

The idea is that humanity is actually descended from the advanced, galaxy-conquering Forerunner race (which is long extinct by the same the player reaches the ring), hence the Earth-like conditions being preferred. It's never fully explained, but we're meant to assume most of this.

Riggghhhttt... I'm just going to say it's a video game, it doesn't have to make sense. That makes it a lot easier on me, because my brain will seriously not rest until I fully understand things like this, and everything makes sense.(In reality, that is.) It's like I try to analyze everything and figure out why it happens, or else I get a nagging feeling in my brain. It gets to be a pain sometimes.
